Pharaoh did not respond to the gnats even when the magicians told him that this plague was the finger of God. When the locusts came, Pharaoh asked for forgiveness but when the locusts were taken away, his heart again was hardened. After the 3 days of darkness Pharaoh found out they would take the flocks too, he again refused to let them go.
